Hello Eastport!

  1. Snow: The City of Annapolis has sent out a storm warning informing residents the city is preparing for the possibility of 4 to 6 inches of snow Sunday night (this is Annapolis – it could also be 1” or 12”).

  • Eastporters being Eastporters – First and foremost, please check in on your neighbors and help them cope with this disruption.  

  • If a Phase I Snow Emergency is declared (not currently planned), all vehicles are required to be moved from snow emergency routes which include at least parts of President, Madison, Tyler, Adams, Boucher, Bay Ridge, 6th, 4th, Severn, and Chesapeake.

  • We also learned during the last storm that moving vehicles from all roads to a garage or a driveway allows snowplows to more effectively scrape our roads. Please do this if possible.

  • The City’s call center is open if you need City assistance – 410-260-2211.

  1. Potholes: As the snow from the last storm melts away, the inevitable potholes are appearing. To report a pothole, go to Annapolis Public Works “Report a Problem” portal.



  1. City Council Met 2/9/26: The meeting can be watched here and highlights included:

  • House Barges as Short Term Rentals: A presentation by the Harbormaster on the use of house barges as short term rentals anywhere in Annapolis and the prohibition of anchored boats in city waters during winter months.

  • Short Term Rental Enforcement: Planning and Zoning led a discussion on enforcing the City’s rules governing short term rentals.

  • Mooring Requirements: Introduction of an ordinance on Mooring Requirements in City Waters (O-2-26). Clarifies in the City Code that moorings cannot be installed within 75 feet of another mooring or structure, and that the City doesn't allow private moorings in City waters. 

  • Paddlecraft Rack: Introduction of a resolution to Extend the Public Paddlecraft Rack Pilot Project (R-4-26). I support this effort.

  • Deputy Chief of Staff Position: City Council approved the FY 2026 Changes in Exempt Service Job Classification (R-1-26) which included the addition of Deputy Chief of Staff.  



  1. City Council Meeting 2/23/26: The agenda is here and the meeting can be watched here. Highlights are:

  • Public Hearing on Mooring Requirements in City Water (O-2-26): See above.

  • Council Discussion on Public Parking: The Annapolis Department of Transportation will give a presentation on the City's parking management setup, including garage and on street parking.

  • First Readers (legislation being introduced):

    • Temporary Dissolution and Restructuring of the City of Annapolis Arts in Public Places Commission (AiPPC) (O-4-26): Temporarily dissolves the AiPPC until the City Council can restructure the commission and its duties. In the meantime, AiPPC duties will be handled by the Planning and Zoning Director, who already oversees the arts fund. This is an important commission that we need to ensure is operating effectively. I am inclined to support this legislation and the sense of urgency to get it done. I anticipate the City Council may suspend the rules and pass this legislation at this meeting.

    • Hawkins Cove Harbor Lines (O-3-26): This is part of the process to obtain approval for the Hawkins Cove Restoration project which will provide more water access for our residents. Maryland Department of Natural Resources (DNR) requires all options for moving forward to be allowable within city code. Currently, the harbor lines prevent the option that extends the pier. This legislation authorizes changing the harbor lines so that the City can move forward on pursuing multiple options on the Hawkins Cove Restoration project.  



  1. Town Halls:

  • ECA Meeting with Mayor Littmann and City Staff Leadership - 2/19: You can watch the well-attended and substantive discussion highlighting the efforts of our city staff here.

  • Next Ward 8 Town Hall - 3/16: We will receive a brief from Annapolis Police Captain Guy Thacker on the City’s plan to handle traffic during major events in Eastport such as the Blue Angels and fireworks. All of Eastport is impacted by this effort.  

    • Future dates for Ward 8 Town Halls: March 16, May 18, July 20, September 21, October 19 and December 21.

    • Future dates of ECA General Meetings: April 23, June 18 and November 19.



  1. Immigration and Customs Enforcement (ICE): There are unconfirmed reports that ICE might be coming to Anne Arundel County. The Annapolis Police Department (APD) does not receive advance notice of ICE operations, so if you see something please contact APD so they can come to the scene and ensure the safety of residents. APD has also updated identification on their tactical vests, so it is clear they are not ICE. Here are information resources to share as needed:

  1. Crime on Boucher Ave and Lockwood Ct: On February 11, there was a burglary on the 900 block of Boucher Ave, an attempted burglary on the 1000 block of Boucher Ave and a report of a male sifting through the backyard trash cans on Lockwood Ct. The APD has issued two criminal summons for the suspect, Rowland Thomas Bowman. If you have information, please contact the police at 410-268-4141.



  1. Mark your Calendar:


  • Black History Month: The fourth and final session of the series “Revolution: 250 Years of Black History in Annapolis” will be held next Tuesday, Feb. 24, at 5:30 p.m. at the Michael E. Busch library on West Street (food will be served starting at 5:00 p.m.). The theme will be “The Living Legacy: Black Annapolis Today & Tomorrow,” highlighting contemporary Black leadership, arts and culture, youth voices, and future vision.
