1. TOMORROW/SATURDAY: Two events in Eastport:

• Greenscape – four areas that are being beautified in Eastport as part of Greenscape tomorrow: Jeremy’s Way street end park (begins at 9am), Davis’s Park (begins at 10am), Bay Ridge Ave traffic calming islands (start at 9am) and Eastport Veterans Park (begins at 9am). Come out and help make Eastport look great.

• Mayor Littmann “Walk the Ward” in Ward 8 – Jared will be starting at Jeremy’s Way at 9am and ending at Davis’ Park at 10am. Our plan is to walk on Severn from 1st to 4th, left on 4th, left on Chesapeake, right on 3rd, right on Chester, to Davis’ Park at 4th and Chester.

2. Last City Council Meeting – 4/13/26: The agenda and link to view the meeting is here. Highlights included:

APPROVED LEGISLATION

• Property Tax – Child Care Centers, Family Child Care Homes, and Large Family Child Care Homes (O-1-26) – Passed $4,000 Child Care Credit with amendment for City Manager to report to City Council results of the program.

• Annapolis Harbor Lines at Hawkins Cove (O-3-25) – Passed change in Harbor Line which enables City Staff to submit clean-up proposal to Maryland Department of Natural Resources for their review.

3. Next City Council Meeting – 4/27/26: Meeting will start at 6:00pm with a proposed closed session. Regular meeting will begin at 7:00pm and the agenda can be downloaded here; you can view the meeting here. Highlights include:

FIRST READERS (Ordinances and Resolutions being introduced)

• Fees Related to Street Cafes, a Type of Outdoor Dining (R-16-26): This legislation is necessary to set the fees for Street Cafes in the Historic District and does not affect Eastport. I expect there will be a request to suspend the rules to get this approved so that downtown street cafes can get up and running. I anticipate supporting this legislation.

• Mooring Requirements in City Waters (O-2-26): I anticipate this legislation will be removed from the agenda as it is not ready to move forward.

• Fee Waivers for City Supported Special Events in Fiscal Year 2027 (R-8-26): This legislation waives the fees of events that support the residents and/or support local causes. Unless I hear differently, I anticipate supporting this legislation and will propose an amendment to add Eastport a Rockin’ to the list.

COUNCIL DISCUSSION

• Mayor Littmann is working to create a collaborative environment for discussion of the budget and this item provides an opportunity for Council discussion.

4. City Staff Update:

• City Manager Yolanda Lewis has been confirmed and will start work soon.

• City Attorney Tony Kupersmith has been confirmed and will start work soon.

• Ombudsman and Constituent Services – Tiyana Parker is on board in the Mayor’s office. Please see below for more info.

• Deputy Chief of Staff – Former Ward 7 Alderman Ian Pfeiffer has been hired and will focus on “policy strategy, intergovernmental affairs, and the execution of the Mayor’s long-term strategic vision.”

5. Budget Input: As a member of the Finance Committee, I am deep in reviewing the budget. The links are above for your review. I would love to get your inputs, especially for the fees and fines. For example, are the fees for Short Term Rentals appropriate? Are the fines for parking on red curbs or tour busses parking illegally in Annapolis appropriate? This is our opportunity to make sure the fee matches the cost to the city and the fine matches the deed. I look forward to your inputs.

6. Questions or Support from City Departments - City Ombudsman and Constituent Services Tiyana Parker is responsible for all constituent concerns addressed to the Office of the Mayor, to ensure that the appropriate communication for each request is properly communicated to the relevant City departments. If you need support from the City staff, Tiyana is the right entry point at ombudsman@annapolis.gov. If you need additional help, please let me know.

7. Winter Storm Improvement Plan: Well done to the Office of Emergency Management for following up with a plan to improve city response for snow removal. The staff briefed the Council on the plan that includes improvements for next year.

8. Send an Eastport Kid to Camp: The Eastporter’s fundraiser to send at-risk kids who live in Eastport to camp is still short of its goal. They are in the final stretch and need our support. They are hoping to send 15 kids for 4 weeks this summer at $150 per week – please go to their gofundme page and help send these kids to camp this summer!
