Ward 8 is working with the Department of Public Works to improve sidewalks in Eastport. This is a short-term and long-term effort because some of this work takes legal action and/or long-term planning.  

 

According to Annapolis City Code Chapter 14.04, sidewalk law and practice is: 

• Private property owners shall be responsible for the first-time installation of sidewalks in accordance with Section 14.04.030 and the maintenance of sidewalks in accordance with Section 14.04.050.  

• The City of Annapolis shall repair and reconstruct all sidewalks located upon the City right-of-way or upon private property when those sidewalks have been traditionally used by the general public and when it has been determined by the Director of Public Works that those sidewalks are necessary for the public convenience and safety. 

• The property owner may choose to reconstruct or repair the sidewalk at the owner's expense, but must still comply with the specifications in Sections 14.04.030, with the permitting requirements of Section 14.04.020, and with the inspection requirements of Section 14.04.080. 

 

The initiative to refresh the red curbs in Eastport will allow the city to remove “No Parking” signs that are currently in the middle of our sidewalks. 

 

We are currently conducting a survey of signs that are unnecessary and can be removed. There are now signs that serve no purpose, including no parking signs (especially when red curbs have been refreshed) – Department of Public Works will be removing these signs. 

 

Department of Public Works has let a contract to evaluate sidewalks, impediments and utility poles in 2026. Study is ongoing {Need better wording from Vic} A link to the contract is {here – ITEM 5} – need contract from Vic}. We will then develop a multi-year plan to remove the remaining signs and utility poles from the sidewalks. 

 

Several data bases have been completed in the past including the “2026 List of Sidewalks Missing in Eastport”  {LINK to # 6} and the “2013 ECA Sidewalk and Vegetation Survey.”  {LINK to ITEM 7} We will engage residents with no sidewalks in front of their homes and request appropriate variances for city to install sidewalks. 

 

We are working to obtain the current Street Paving & Sidewalk Assessment and Maintenance Schedules 

 

Alderman Thorp sent a letter to Mayor of Annapolis, Jared Littmann on December 2, 2025, requesting improvements to sidewalks in Annapolis. The letter can be found {here} {ITEM 8}
